"Where's The Alcohol?" School Levy Fails

Garden Valley School District voters gave a roaring thumbs down to the $450K, two-year Supplemental Levy, on Tuesday, March 8, in an almost 2-1 shut-down.

330 voters in Garden Valley bellowed an unmistakable NO , while 158 residents chose to support the need of the District.

Lowman folks leaned way over, in a 54 No, to a 21 Yes.

Absentee voters opted to turn down the local tax, with 18 NO votes to a mini 2 Yea.

District Superintendent Dr. Michael Tomlin responded to the loss: "It's extremely disappointing. The board will need to discuss at the next meeting its full range of options. This does not bode well, given the state of our budget.

"We will have to go forward into making the cuts that the voters obviously want."

  4. the state is broke, the county is broke, and the people of gv are broke. we gave you a new school, we are just using common sense "to pay for what we got first". many school districts must cut back,not just gv. the people are just looking out for themselves, they must survive first. With all the board members resigning that should have shown the adminstration "do what the people want." next the supt must go. that price would save teachers salaries,athletics, music and art.

  6. The super has a contract for the next 2 years...why don't you people understand that. He gets paid his contact no matter HOW much money the school does or doesn't have. So quit counting on that. It all went South when the community started causing all this fuss about the super, and people starting being scared with the union. We haven't had a stead board for the last 2 years, so how do you expect anything to get accomplished?

    I agree...goodbye electives, goodbye sports...it'll be down to the bare bones in the school. Hope your happy.

  7. We have two other opportunities to pass a levy before the next school year starts. Don't give up - find out why the voters voted the way they did and address the issues.

    Mr. Tomlin - please don't assume the voters voted "for cuts" but rather "for change". The best thing you could do is ask the voters and really listen with a willingness to respond.

    There are a lot of unresolved problems in the district that could have and should have been put to rest a long time ago. There are also issues of timing on the thing with Alamar and the legislature.

    We all need to be open-minded on this and get back to work.

  8. The voters have spoken. They wish to put in the hands of the board to make the $450,000 decisions. Which teachers will go? (At least half), all paraprofessionals (other than 1 spec education para), PE, Art, Music, Spanish, Lowman school closed, Preschool gone!
    No football, basketball, volleyball, wrestling or track!
    Again, the voters have spoken!

  9. Look at it from a different perspective... We are blessed in this valley to have plenty of resources ~ use what we have and cut out the superfluous. $450 K is a number. Look at what we have and make the best of it. That doesn't necessarily mean everything goes, maybe we could learn to work together instead of the alternative... and do it "for the kids" ~ our future !

    It is not Mr. Tomlin's call. The voters made the cuts, the trustees will have to decide which and what that will equal 25% of the entire district budget.

    If the voters voted for "change," then the voters are stupid. I don't believe that. They voted for cuts.

  14. I stopped by the coffeeshop this morning to grab a cup of Joe before heading to Boise. There was a man in there jumping for joy that the levy failed. Among other stupid things that he said, he was saying "what the *&$% else does that school want...we gave them a new school and NOW they want more money"....how very sad that is the thoughts that community people have.

  16. I thought that we couldn't go below a certain amount for teachers. Wasn't our FTE 19.5 this year? That is the amount reimbursed by the state, and that number may be different next year, but it certainly won't be that many fewer. Everyone needs to calm down and try to come up with solutions. This is how rumors start. No decisions have been made about cuts, and they won't be until we find out what the State's budget will be!

  17. The 19.5 number was what Dave Gardner was promising. Maybe if he is wrong he'll pay the laid off teachers' rent.

    The list of cuts we voted on are music, art, foreign language, PE, and athletics. That's what I was given. I think they were pretty clear on that.

  18. I agree...there's not much to calm down about, the cuts were already talked about before the election, so that's the cuts that'll be made, on top of more I'm sure. Word on the street is a 50% off staff layoff......gotta love that community support!

    Tomlin has a 3 year contract. What was put on hold was extending it for another year. Year one of his contract is up the end of June. Therefore, he has another 2 years to go on his contract. Hope this helps.

    19.5 is a joke. The solution was to vote yes. I am hearing 12.5 for next year.

    Although didn't the super or someone tell us those fte rates may not even exist after the new laws are passed? I think we knew this.

  22. "Lowman folks leaned way over, in a 54 No, to a 21 Yes." Why the dig at Lowman in this article? Lowman voted 72% against the levy, the overall vote was 69% against the levy. Considering the small numbers that is not a statistically significant difference. It seems this statement was put in the article solely to increase an already divisive situation. I think that is unfortunate.

    I am a Lowmanite who voted for the levy and will do everything I can to increase the vote for the levy when it runs again in May and in August if needed. Our students should not be deprived of art, music, P.E., and athletics. We all had those opportunities in school, and the right thing to do is to make sure Garden Valley students continue to have them too!

I actually had a picture in my mind of the two sides, yes and no, and physically, in my mind, I had little Lowmanites leaning over the no. Drat, if I'd just left the imagination out and said it like it was--Lowman,54 NO and 23, YES, that would have been much more well written.

    I don't know who is under the illusion that the board will run the levy again in May or August...they aren't going to run it again period! Why would they? The community has spoken...they have voted in favor of cutting 400,000 off the current budget. They don't care that music, art, PE, Spanish will all be gone, and that athletics is on the chopping block. They voted, now their vote will be heard, and cuts will be made. If it would have been close, I think they would have tried again, but with numbers that different...why waste anyone's time, and frustrating people over it again? They spoke, it's time to act.

  27. to 8:19 you are so wrong about both being the same person. How does anyone know what the board is going to decide on the PE, Spanish, Music, Ect...they have not even decided what is going yet. We have little students in many of the grade school classes what about combining some of those classes. The teachers have it easy here, in your larger cities including Boise, Meridian and Nampa Caldwell they have 32 to 40 kids. We do not need to pay 5 elementary, kindergarten and preschool teachers what 4 or 5 ot them are capable of doing.

    If you've been listening to all that has been said leading up to the levy, combining classrooms in elementary has already been discusses, and WILL happen. With the levy not passing, I anticipate 3 teachers in ms/elem to be cut...just my guess though. They could combine K-1, 2-3, 4-5, 6-7, 8, using 5 teachers, when they currently have 9 doing all that. I totally agree with you on them being spoiled with the small classes. They are also spoiled with all the extras that their kids go to during the day, spanish, PE, art, music..giving them all that free time. When I went to elementary school our teacher taught us all those things. We had a box with musical things in them, we had an art box, all those things. That's what we need to get back to.

    In regards to what electives will be cut next year, once again that has already been discussed prior to the levy election, so it's no secret about those. Keep in mind we now have to cut 400,000, which is a bunch of things cut! Cutting just one or two teachers will not fix the problem and get to the number they need.

    You can say what you want about me being wrong about someone being involved in both things....I know what I know, I have seen them get trapped up with their words and making it obvious who it was. Granted, they are free to do & say what they choose, but I feel that was the final straw in the levy not passing. JMO of course.

  29. More local funding of schools does not provide a “fair and equal education for all Idaho students” Perhaps the reason many local levy are failing across the state is the state of the economy. Those that did pass are in the wealthier communities. It is the attitude of some of our state leaders that teachers are expendable. Education is not important enough to hire real teachers to teach and the real teachers we do have will be limited by the whims of parents and school boards. Contact your legislators and let them know they need to fund education and support our teachers. The bill setting in front of the governor is currently an unfunded mandate. If you really care about education stop bickering here and write your legislators. I’ve been following district 22 legislators and the way they have been voting on Tom Luna’s education bills. Senator Tim Corder: No. Representative Pete Nielson: Yes. Representative Richard Wills: No. The Governor and Tom Luna believe there is a silent majority in the state that supports these bills, though most of those they have heard from are telling them this is a bad plan. These bills turn our education system over to computers and big business, (Idaho digital academy, Microsoft, HP) and out of the hands of professional administrators and teachers. Let us look at the big picture and secure a fair and equal education for all Idaho students.

    We are tired of teachers thinking they are special, arguing about doing their jobs, not supporting their employers. Enough.

    This year's legislation has been brewing for years and finally we have a governor, state superintendent and legislature willing to say enough is enough.

    It's very refreshing to see that the state super and the governor are brave enough to say this is it, we've put up with this for years, we're coming in guns blazing to fix this mess and get back to who is the boss and who is not.   33. Anon at 8:17- Are you a school board member? How else would you know that the board is not going to try for another Levy? I was on the fence about this vote. If we had a more definite time line about the Alamar judgment, if the board would reign in the administration, I could see another levy passing. We don't know what the budget will be for next year yet, lets try again with more info. Definitely shouldn't put words in our board member's mouths.

  34. Annon 1:48...no, I'm not a board member, just went to the school the day after the levy to talk to several folks, as well as called by rep to see what their thoughts were. There thoughts are no. It was a landslide, why waste people's time? There was a lot of time & effort put into this last one, committes, public meetings. The principals wife and a community member sat down and personally addressed all the letters that were mailed out, with the principal paying all the postage....and yet you thought it was just a trial run and think they should do it again? I say you should have been more serious about it the first time around! Why would you sit on the fence to wait and see what happens? How did that work for you? There's not always a second chance in elections..you should know that and have made your mind up the first time around, assuming there wouldn't BE a second chance! I think it's a case of you snooze you lose! As I said before, the public voiced their opinions and I can respect that, so now the cuts will happen...and not ONE VOTER that voted no better fuss about it! You asked for it! You said too bad so sad, make the cuts yourself, we're not helping you...so here you go. Hold on tight...it'll be a wild ride!

  36. Annon @2:38- I DID NOT say that I voted no, just that it was a difficult decision for me. My point was, if it was tough for me, it was probably tough for a lot of folks. I have spoken to community members that wanted to see what funding we would be receiving from the state before passed a supplemental levy. The economy IS bad, people ARE scared. There are people in this town losing their houses right and left! I know it is upsetting because kids are involved, but there are many factors playing into this. Everyone needs to quit pointing fingers, work together and find solutions.

  37. Maybe we should just go bankrupt with Boise County and that way we can start from scratch with all new teachers. Find out which teachers aren't on the union dole and then hire those that are not union. Save alot of money there. When I was a kid there was no school kindergarden, only private or the mom/dad taught the child their ABC's and count to 100. The citizens need to pay more to watch the kids play sports to make up for some of this funding lost. Higher fees for the kids to play sports including additional fees for away games will be the norm. It is what it is, and someone will pay or there just won't be any sports. Maybe we'll have to combine GV with HSB for all sports like the Midvale/Indian Valley bunch did. Something to think about.

    I for one appreciate the board keeping programs running and all of the teachers it could. Thank you.

    Now, its our turn, and the cuts must be made. No new vote, just do it. Elmore and Ward both run businesses, and so has the super. Jeff Bass knows budgets. I don't know the new lady, but together they can do this.

    Make the cuts, rebalance, prep for next year.

  40. Agreed...no more votes...now it's time to make the changes...I can just hear the complaining though when they make all the necessary cuts. Poor teachers! I actually like Annon 5:58's idea...get rid of everyone and bring back only those that aren't in the union. We tried the union thing here, and how did that work? A mess. Look at Wisconsin for Pete's sake? Look at what the state of Idaho is saying about teacher unions...they aren't good! They cause chaos everywhere...we don't need it here.

  42. As I was browsing on Facebook last night, I stumbled upon a post from a friend of mine. There were 2 things about that post that caught my eye.
    1. Here is this poor woman who has lived so many years up here and is ready to put her head in the oven over the way the community has treated her husband, who is a board member. She has volunteered for so many things, and now says she will not do another thing for this community. You know what this tells me, and should tell all of you? There is nothing crazy going on at that school! Here is someone who came in, probably wondering in the back of his head what all the hub-bub was about. Got in there, sees that there is nothing illegal going on, sees that he Super is actually a good guy getting a very bad wrap. But because he didn't go in there and fire the Super, or find all the "bad things" that are going on, he's now being tortured by the public. Isn't it pretty clear that there IS nothing bad going on? I have to wonder how many board members will have to come & go before people finally realize this?? It's such a shame and broke my heart to know that people have treated them the way they have.

    2. Another poster on Facebook made the comment that the school could run the levy again in May and even again in August if they needed to. Here's my thoughts on that. The state has already told the school that the budget will be less than last year, they know that much already. So, without the levy passing, they have a rough idea of how many cuts will have to be made. They will have to give contracts to only the teachers who they MUST keep, math, english, science, history. All the others will get pink slips UNTIL the money is situated. If you are saying to wait until May or August...do you really think that you can give someone a pink slip in May (because at this point you still don't know if they levy will pass again, but you can only assume it won't because of the numbers at the last one)....and expect them to just be sitting at home waiting for you to call and offer them another job? Heck no. You'll give them a pink slip, and anyone with half a brain will head out the next day looking for work. How can you expect them to sit there and wait until August to hear what you say? If they go by the levy results of this past election, they'd be crazy to sit around and wait. So, yes, the school could wait and do it again. I think that would be a dumb move to waste the time on it...and also think we could lose a ton of teachers waiting that long. Should have passed it this time around is my opinion...

    I like the super and the board, mostly, but now they need to do their work. Cut what you have to, and keep what you can. You told us the options, so get to it.

    Our job now as voters and taxpayers is to support you as you do what we voted for.

  44. There will be another levy attempt. Some of you have very short memories and many of the players at the school weren't even here during all the bond elections. To think that all the NO voters were only voting no on any new taxes is naive. There are a lot of reasons people voted no and if those reasons are properly addressed, along with the state budget being finalized as well as a timeline on Alamar - it will pass.

    Terry Elmore was one of the people heavily involved in the bond election when it finally passed - do you think she's really prepared to quit? It's not in her to do that. She will hopefully see the big picture here and continue to press forward for the community and kids and not any one special interest.

    When you're faced with adversity you don't turn tail and run - you press on for the greater good. Maybe those so prepared to quit should take thier own advice and quit themselves. Not us.

  45. Have a Principal that Teaches? It wasnt near this politcal when I went to school in the not good enough for students but good enough for business Garden Valley School. Brand new school in this economy was moronic. Now I agree, Supply us with decent solution's rather attack with Guilt bomb's of the kids wont get all the electives they need. They need solution's as well, they wanted the new school as much as anyone else. Sacrafice we all must make and you can do it without a 450'000 levy. There are deep pockets hear. Not much money the county is broke too. look at the world. Stop the pissen match and come up with better ways

  46. Start with the core subjects - we need math, English, Science and History. Don't mess with the teacher who puts in more time on his own than anyone in the district (that's quite a bargain). Then build from there. Get the budget from the state and figure out what we really need BEFORE asking for more money.

  47. As a long time resident of Garden Valley, I can easily remember having to go Boise to get my city fix. I would just like to say thanks to all those that brought the city to me. Now I can enjoy all the things I moved here to get away from . Its so much nicer here now. Wouldnt you agree. Not a day goes by, that I cant get actively involved in an arguement over, politics, water, school, realestate, animals, I dont even have to know my neighbors. Again I would like to thank all those that brought the city to me. I no longer have to put up with the beauty and sanity that was once Garden Valley.

  50. "No" votes are just that. I hope Elmore and the rest understand that. For me, it is not about them, they are just fine. I appreciate her work and that of others to get the new school. I appreciate the super for getting it built.

    Now, we're out of money, not their fault and not mine. But, stop the spending.

    Cut the programs we were told the levy would fund. Spanish, PE, art, music, sports. Whatever is needed, just make it work. I'll support that.

    I won't support another vote, and more expense, No means no.

  51. I voted no because of all the teacher demonstrations on TV. Black arm bands, red scarfs, complain, complain. And our own even complain and won't do what they are told. They are employees and it is not their school.

    To: Anonymous March 10 1:31: I am not a teacher. I am a retired technician in the medical field. I did not achieve the education it takes to become a teacher. I am a native Idaho person of 5 generations. I did volunteer for 8 years on an Idaho school board.
    Our education system has made great strides in Idaho since I was in school and Tom Luna’s plan has the potential to destroy all we have accomplished.

    While the "plan" did come from Tom Luna, it is not his plan. Please note that the Idaho School Board Association supports it, and the Idaho Association of School Administrators supports it, and numerous business organizations that hire the grads for our schools.

    It is long overdue, and will enable school districts not destroy.

  60. The union gained steam with the Riedingers. When they started pushing the fear among teachers, there was only one new member of the union--guess who? And guess who was a part of and encouraged the Kress supporters and who wanted Tomlin out the most? Guess who wanted his job? That's when the union slipped in--and now her drama- queen soldier-boy is rousing the rabble.

Ask anyone involved - not about Kress though that is the diversion "they" would like you to think. And the union gained steam AFTER the Riedingers left but maybe you could ask yourself why the teachers felt like they needed representation. They weren't being listened to by anyone else. That's when this stuff happens - when it gets so bad there is no other alternative.

  63. Crazy talk.....that's what it all is. Who cares who the non union teachers are..and why would anyone name them? So that the community can come blast them? They know who they are. They stood loud & proud this summer when all the other crazies were going around with picket signs. Good for them, and we'll see when it gets them in the long run. I think Karma will come back and bite the people who held all those signs? What on earth were they thinking? When I see the teachers in Boise on TV with their picket signs and their stupid red scarves around their faces, it makes me want to scream. What on earth is wrong with them? They have jobs when so few people do these days! Appreciate

  65. Annon 10:23...neither are correct. I've lived here about 20 years, so I think that qualifies as long enough to know that the people have spoken, now get busy. Why would anyone waste their time & money trying to win back when the vote was a 2-1? They had committees that went and spoke, they used their own personal money to pay for things...why would they do that again? And I also explained earlier how it would be foolish for teachers & staff who are cut to sit around and wait to see what happens with state money. The state has already told everyone the cuts will be worse than last year. I'm no master mathematician, but I know that's bad! The only thing I HOPE is that there is a way to somehow make it work with cutting 400,000. They'll need a magician for that to happen!

    Come on..you know about the other blog..heck if I were a bettin' person, I'd put money on the fact that 10:23 is the person who RAN the other blog. It doesn't really matter...freedom of speech...remember, that's what you loved about the kids doing petitions...it's their "right". Everyone has a right to their feeling, so go ahead, write them...I love a good argument!

  66. Well at least we agree that you're no master mathematician. The state may have said there would be cuts but they have not presented a budget so at best we were guessing what would happen.

    Yep - that good ol Freedom of Speech thing just keeps getting in the way doesn't it? But sorry, not the person who ran the blog. I can't say I really miss it but I'm sure there's a lot more work getting done over at the district office since they can't sit there and comment on it all day.

  67. The fact is...the cuts last year were bad, so if they've told you they'll be worse this year than last year, you can start to make cuts, expecting what the cuts will be.

  68. What I love about this blog...no cherry picking. Angel lets all thoughts & concerns be posted. So much better than taking the time to write a post, and then not having it show up because it didn't "go along" with how the other blog owner felt. Freedom of speech only works when it's their way.

    No criticism to Angel but rather to the poster who thinks that comments have always been "allowed" on this blog. They haven't.

Funny how people can toss names around, accusing people of things, but then when someone tries to toss THEIR name out, they have a cow....

  74. Well if you all want to throw rocks at people lets take a look at board member Allen Ward, he gets into a bar fight in town and ends up on the bar room floor with a black eye. That’s showing the kids a real good example of moral character. How about the good old boy teacher Mr.Arnold, he goes out in the middle of the night and destroys a neighbors private property, but I guess that’s alright too after all he is a teacher. Another great example for the kids to follow. Folks be careful about throwing racks at others because you probably got some skeletons in your closet that you don’t want everybody to know about and they might just come jumping out also.

Considering that those "friends" were really behind JFK's assassination! I hear, too that Osama is hanging out at Ms. Summers house. And Don Gibson... Well, that's just his alias.... Shhh..don't tell anyone he's really Elvis (it was just a tax evasion thing). Grace? Well, she had to stop her evil blogging, as her job at WikiLeaks was just taking up too much of her time. Thank Goodness that EVIL BLOG is gone!
