Hello Friends and Quilters!

Tote bags are on the calendar again, at long last! We will be at the Community Room of the Library this coming Thursday and Friday (March 29/30) from 10:00 to 4:00, sewing them together. These are a little different design (easier, and familiar to some...) from our previous model, but very fun, and very, very easy! We will provide instructions, fabric, thread and needles (also coffee, punch and coffee cake). Bring a bit of lunch if you like, and the following:

*Sewing machine in good working order
*Empty Bobbins    
*If you have a walking foot, roller foot or Teflon foot, they make
working on vinyl much easier.   
*Scissors or thread snips   
*Pins

We'll complete as many as we can, then decide if we need another tote-sew-day. I'll have extra sewing machines, should yours be on the fritz, so don't let that hold you back! If you're not a seamstress/seamster, come along anyway, and we'll put you to work turning, pressing or running errands! We'll have fun together and I really think you'll be pleased with the finished bags!

Commissioner Anderson Urges Support for "Boise County's Bill"

Dear Community,

As a result of constituent input at Boise County Commissioner’s three special meetings this past week, Representative Ken Roberts has prepared a new version of HB 585aa to include a majority vote of the people. The bill is on the House Revenue and Taxation Committee calendar for 9:00 AM, Monday, March 26, 2012.

Representative Roberts specifically asked two individuals who previously opposed the bill to testify Monday morning. Their support and your emails and messages will create an opportunity for Boise County Commissioners to ask our voters to weigh in on a plan to get the Alamar debt behind us. There is no bill number yet and Representative Roberts suggested calling it “Boise County’s Bill.” Please send in your short messages to every member of the House and Senate, as Representative Roberts is hoping that the Idaho Legislature will be able to secure passage before they adjourn Sine Die as early as Wednesday, March 28. I cannot praise Representative Roberts enough for his efforts on behalf of Boise County.

Boise County Commissioners will be in their regular meeting Monday, March 26^th, and will begin making necessary plans to prepare the ballot question if this legislation passes. There is a March 30^th (Friday) deadline for the Boise County Clerk to have the question certified to the Secretary of State. We will also be requesting additional assistance from our Bonding Attorney.

I am committed to getting the work done and communicating our progress. I want to thank all the citizens for their diligence and patience to find solutions. Please share this announcement with anyone who may have an interest.

Friendly Reminder: Governor Butch Otter will host Capital for a Day in Garden Valley on March 28^th (Wed.) from 9-3 at the Crouch Community Hall. Lunch will be provided.

New Draft of Amendment to H585aa Will Require Vote!

Rep Ken Roberts listened to Boise County residents and has responded with all due haste and effort to help us. He spent 3-23-12 drafting an amendment to H585aa that will require a vote of the people!!! The bill retains all of the good points, (as follows below): 

Statement of Purpose

RS21565

The purpose of this measure is to provide any non-school taxing district facing a judgement by a court of law, including interest, costs, and attorney's fees in excess of one-third of the total property tax revenues, a means to levy beyond the 3% budget growth limitation in order to pay the judgement over an extended period utilizing redeemable warrants, bonds or other lawful forms of payments, only after a majority of voters approve such action. The exemption from the budget limitation is tightly restricted and may be used only in extraordinary circumstances.

The legislation will grant authority to the State Tax Commission to certify a levy up to 0.1% of assessed valuation for the purpose of paying such judgements.

Fiscal Notice

No fiscal impact to the State General Fund. The effected local taxing district will absorb the tax increase to pay for the judgement.

The levy is only permitted to exist until the judgment is paid off. Then the levy rates go back to pre-bond, not what they will be at the end of 5 years...back to 2012 rates. The county will now have bonding authority, with our vote, so we can pay off Oaas/Laney. We, the county residents will not be giving Oaas/Laney a yearly income through the 5.5% interest on top of the judgment. We will pay a bank. With the authority to bond, the county will be able to participate in the bond bank to receive an interest rate of approximately 1.5-2%.

Representative Ken Roberts now needs our help. The legislature is going to try to recess on 3-28-12. Ken has gotten a print hearing with the House Revenue & Taxation committee on Monday morning. IF he can show that Boise County residents support this bill, he thinks the committee will send it to the House floor Monday afternoon. We need to flood both the committee and the full House with emails and phone calls in support of this bill. The bill doesn't have a number yet, but can be referenced by RS 21565 (or "the new version of H585aa").

Governor Otter enjoyed discussions with the folks in Garden Valley so well when he was here last October, he’s coming back on Wednesday, March 28. Let’s make him welcome again. The event begins at 9:00 a.m. and ends at 3:00 p.m., with a break for lunch. It will be held at the Crouch Community Center and lunch is sponsored by WINCO so is no cost to attendees . All are welcome!

The purpose is to provide an informal stage for interactions between citizens and the state government as the Governor will be bringing to the table the key administrators in the government. Everybody come with your questions!

Box Tops Pay Off!

Welcome to the first day of Spring! Let's
recall the first day of Winter was pretty
mild and warm, so we're just having a
payback day today!

We wanted to let our customers know that with your help, we’ve collected 4,858 box tops so far this school year. That means the GV School PTO will receive $485.80 from Box Tops for Education and the Market will match $485.80. The total for the school at this point is $971.60 used for supplies and projects!!!!!!!!

What a great job so far!

We are still able to collect and submit, so let’s keep those box tops coming.
